Zhenhua Green Transformation and Sustainable Development Fund Local Capacity Building for Climate Action and Hangzhou Research
On July 3-4, the "Local Capacity Building for Climate Action" initiative, part of the Zhenhua Green Transition and Sustainable Development Fund under the China Environmental Protection Foundation, investigated in Guiyang. The research team included Xu Guang, President of the China Environmental Protection Foundation, Fang Zhi, Liaison Officer of the Zhenhua Fund, and other experts in the field of climate and low-carbon development. The Institute for Global Decarbonization Progress Progress (iGDP) also participated in the event. On July 3, the investigation team visited the National Big Data (Guizhou) Comprehensive Pilot Zone Exchange Experience Center, the Guizhou Construction Research and Design Institute, and the Guizhou Tyre Co., Ltd. They conducted on-site investigations into the development of the digital economy, low-to-zero carbon renovation of old buildings, and digital and intelligent transformation of factories. The discussions during the Guiyang investigation focused on topics such as the digital economy, zero-carbon buildings, and green factories. Participants expressed their anticipation that this event would help distill replicable and scalable technical solutions, systematically summarize the project, promote Guizhou’s low-carbon experiences, and ultimately form a replicable and scalable "Guizhou Case" to support the green and low-carbon transition of the economy and society.

Zhenhua Green Transformation and Sustainable Development Fund Local Capacity Building for Climate Action Project Launch and Hangzhou Research
From June 17th to 18th, the Zhenhua Green Transformation and Sustainable Development Fund of the China Environmental Protection Foundation launched the Local Capacity Building for Climate Action project and conducted field research in Hangzhou. The event was organized by the Zhejiang Economic & Information Center and marked the first on-the-ground practice of the Zhenhua Green Transformation and Sustainable Development Fund. Over 20 representatives from local authorities and industry enterprises, including the Zhejiang Economic & Information Center, the National Center for Climate Change Strategy and International Cooperation, Zhejiang University, and Shanghai Jiao Tong University, participated in the event. Xu Guang, Chairman of the China Environmental Protection Foundation, expressed that the project aims to enhance local capacity to address climate change, promote the green transformation of local economies, and achieve sustainable development goals. The research team conducted on-site visits to several low-carbon demonstration projects in Hangzhou, including Future Villages, Multi-Energy Complementary Supply Systems, and Zero-Carbon Industrial Parks. During the project launch meeting, experts discussed the status of green low-carbon development in Zhejiang Province and shared perspectives and practical experiences in the field of green transformation. Through this exchange, participants reached a consensus on how to promote green low-carbon development in Zhejiang and the nation as a whole. They also expressed anticipation that summarizing and disseminating local experiences gained from the project will contribute to global efforts in addressing climate change.

Seminar on Electricity Substitution in the Industrial Sector in Shanxi Province during the 15th Five-Year Plan
On April 28th, the Seminar on Electricity Substitution in the Industrial Sector in Shanxi Province during the 15th Five-Year Plan was successfully held in Taiyuan. Organized by the ACTION 2035 Climate Solution Shanxi Center, the seminar convened over 30 representatives from the China Steel Development Research Institute, State Grid Shanxi Electric Power Company Economics and Technology Research Institute, Shanxi Province Building Materials Industry Association, Jinzhong Eco-Environmental Bureau, China Electric Power Research Institute and other organizations. The purpose was to discuss strategies for the green and low-carbon transformation of Shanxi, exploring feasible pathways and challenges of electricity substitution. Experts examined the national electric energy substitution policy and existing cases in Shanxi, focusing on key industries such as coal, iron and steel, foundry, chemical industry, cement, glass, and ceramics. Discussions also covered the electrification transformation of process links, key technological innovations, optimization of policies and mechanisms, exploration of business models, and the expansion of investment and financing channels. Experts emphasized that building new electric power systems and industrial transformation are evolving process. Successful experiences in one region may require adaptation for different regions before nationwide implementation.

Capacity Building Workshop on Industrial Pollution Reduction and Carbon Reduction
On March 27, 2025, the Capacity Building Workshop on Industrial Pollution Reduction and Carbon Reduction was held in Tianjin. The workshop was organized by the Center for Environmental Education and Communications of the Ministry of Ecology and Environment, the Tianjin Institute of Ecological and Environmental Sciences and iGDP. Representatives from national pollution reduction and carbon reduction research institutes, industry associations, and industrial enterprises gathered to explore new paths and modes of synergistic industrial pollution reduction and carbon reduction. The workshop was attended by a number of experts from the following institutions: the Chinese Academy of Environmental Planning, the Tianjin Academy of Ecological and Environmental Sciences, and the Energy Conservation Consulting Center of the Tianjin Industry and Information Technology Institute and Institutional Cooperation Department of the China Beijing Green Exchange, they presented lectures on the latest theories and practices in reducing pollution and carbon emissions. The event attracted over 40 participants from local environmental organizations, scientific research institutions, chambers of commerce, and enterprises across Tianjin, Shanghai, Hangzhou, Shenzhen, Zhengzhou, Pingdingshan, and Guiyang.

Kick-off on the Anhui Working Group on Scientific Decision-making and Practice for Green and Low-carbon Development and Seminar on the Transformation of Anhui Coal and Power Industry
The Anhui Working Group on Scientific Decision-Making and Practice for Green and Low-Carbon Development was launched on December 3, 2024. The Anhui Provincial Development and Reform Commission and iGDP, under the leadership of the Anhui Development and Reform Bureau, has joined hands with the Anhui Economic Research Institute to establish the Anhui Working Group on Scientific Decision-Making and Practice for Green and Low-Carbon Development. This working group brings together a group of local, national and international experts with rich practical experience in green and low-carbon development in Anhui. Their research areas include energy transition, power grid systems, transportation, buildings, environment, finance, and other fields. In the future, the working group will focus on Anhui's "dual carbon" work, and conduct in-depth discussions, field research, and thematic studies on related issues. The goal is to produce articles, reports, and policy recommendations with guiding significance, contributing wisdom and strength to the promotion of green and low-carbon development in Anhui.

Symposium on Strengthening Power Demand Side Management and Promoting the Construction of a New Power System
Under the leadership of the Energy Bureau of Guangdong Province, the Guangdong Low-Carbon Development Promotion Association, in cooperation with the Guangdong Energy Research Society and the Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences, held a special symposium on "Strengthening Power Demand Side Management and Promoting the Construction of the New Power System" on November 5. The goal of the workshop was to better understand the significance and impact of power demand management in the context of building a new power system, and to further explore demand-side load regulation capabilities. The symposium invited experts from power companies, research institutions and universities to discuss the mechanism of power demand management, technical approaches and cooperation relationships, and to discuss key issues in tapping the potential of the user side to balance supply and demand. The event was supported by iGDP and was attended by more than 70 representatives from industrial and commercial power users and energy technology service institutions in Guangdong Province.

Capacity Building Training on Carbon Markets for Enterprises in Shanxi's Key Emission Control Sectors
On the afternoon of July 26th, iGDP was honored to be invited to the "Capacity Building Training on Carbon Markets for Enterprises in Shanxi's Key Emission Control Sectors," an event organized by the Taiyuan Bureau of Ecology and Environment. The training was co-sponsored by Coshare Environment, the Green and Low-Carbon Transformation Shanxi Cooperation Platform, and the Low-Carbon Technology Specialized Committee of the Shanxi Electric Power Industry Experts Committee. Over 60 industry representatives from sectors like power, heat, cement, steel, and metallurgy, along with organizations dedicated to “dual-carbon” goals, gathered for a comprehensive discussion focused on boosting enterprise participation in the carbon market.

US-China Workshop on Local Climate Action
From May 30-31, 2024, the US-China Workshop on Local Climate Action was co-hosted by iGDP and Lawrence Berkeley National Laboratory in San Francisco, USA. The workshop attracted over 50 policymakers and scholars from both China and the United States, along with representatives from Guangdong, Shanxi, Hainan, Shanghai, Tianjin, and the Macao Special Administrative Region of China. The event focused on critical areas of climate action in both nations, covering topics such as flexible grids, industrial emission reductions, low-carbon construction, non-CO2 greenhouse gas emissions mitigation, and carbon markets.

Capacity Building Workshop on Pollution and Carbon Reduction in the Automotive Industry
On April 17, 2024, the Center for Environmental Education and Communications of the Ministry of Ecology and Environment successfully hosted a capacity-building workshop focused on pollution and carbon reduction in the automotive industry in Shenzhen, China. The event was co-organized by China Automotive News, iGDP, Guangdong Low-Carbon Development Promotion Association, BYD Automotive Industry Co. Ltd, Shenzhen International Low-Carbon Forum Development Center, and C Team. Participants included representatives from pollution and carbon reduction research institutes, industry associations, and automobile enterprises across major cities such as Beijing, Shanghai, Guangzhou, Shenzhen, Huizhou, Chengdu, Xi'an, Lanzhou, Tongchuan, Suzhou, Kunshan, and Huai'an. The workshop aimed to explore innovative approaches and models for achieving synergies in pollution and carbon reduction in the automotive sector.

Kickoff Meeting of the Guangdong Working Group on Scientific Decision-making and Practice in Response to Climate Change
On January 11, 2024, the Guangdong Working Group on Scientific Decision-making and Practice in Response to Climate Change was officially established in Guangzhou, Guangdong Province. The meeting was jointly hosted by the Guangdong Low-Carbon Development Promotion Association and iGDP. The working group is comprised of over ten experts from sectors including energy, electricity, building construction, green finance, carbon footprint analysis, and energy storage. The Association presented the 2024 work plan for the group, which includes two to four thematic workshops and two in-depth training sessions. The experts recommended themes for future workshops, such as pathways to carbon neutrality, enhancing power system flexibility, deep industrial decarbonization, controlling greenhouse gas emissions in refrigeration systems, assessing abatement costs and market mechanisms for cutting-edge technologies, and the development of local carbon trading platforms.

Practical Research in Maanshan, Huainan, and Chuzhou in Anhui Province
From October 10-12, 2023, the iGDP research team visited Ma'anshan City, Huainan City, and Chuzhou City to conduct comprehensive research. The focus was on evaluating climate change policy implementation, developing GHG inventories, and assessing the current energy structure. The team also examined future energy supply plans, and the energy efficiency levels in key sectors—industry, transportation, and buildings—as well as the cities' plans for energy-saving retrofits.
