iGDP Invited to Deliver EPS Modeling Training at Shandong University of Finance and Economics
On October 25, 2025, iGDP was invited to the China International Low-Carbon College at Shandong University of Finance and Economics to deliver a training session on the application of the Energy Policy Simulator (EPS) as part of a workshop series on "Climate Change Policy Assessment." The EPS is an open-source modeling tool developed by Energy Innovation LLC (EI), widely used to simulate and evaluate the impacts of energy and climate policies across sectors. During the training, iGDP Assistant Analyst Song Manjiao provided a comprehensive overview of the EPS model’s core architecture and functional modules. Drawing on iGDP’s research experience in key sectors such as transportation, buildings, power generation, and industry, she explained the model’s underlying logic for policy scenario analysis and emissions forecasting. Through a combination of live demonstrations and interactive Q&A sessions, Song guided participants through key modeling workflows, helping students grasp essential operational skills and deepen their understanding of the model’s analytical framework. The hands-on approach enabled attendees to explore how EPS can support evidence-based policymaking in the context of low-carbon transitions. More than ten students participated in the training.
Corporate Actions Under Carbon Pricing
On September 19, the "Net-Zero Carbon Future (2025): Global Carbon Pricing Mechanisms under International Cooperation" conference was held in Jinan, hosted by Shandong University of Finance and Economics. The conference focused on the theme "Building a Global Carbon Pricing Cooperation Framework." In the "Corporate Actions under Carbon Pricing" sub-forum, experts from academia, the corporate sector, and consulting institutions engaged in in-depth discussions on topics such as corporate low-carbon innovation, talent development for carbon neutrality, and the optimization of global carbon pricing mechanisms. Over 30 experts and scholars from universities and research institutions worldwide participated in this event.
Anhui Provincial Economic Research Institute has developed a set of policy recommendations for the low-carbon transformation of Anhui's coal-fired power industry.
Currently, the coal power industry in Anhui supplies over 80% of the province's electricity, and accounts for more than 50% of its carbon emissions. The industry is facing several challenges, including its strong dependence on coal for stable power supply, the urgent need for low-carbon transformation, and the inadequate maturity of key technologies. In this regard, the Anhui Provincial Economic Research Institute (APERI) has proposed a series of measures to support the transformation of Anhui's coal power industry. These measures include strengthening policy support, promoting low-carbon co-firing, facilitating the research and development of new technologies, and developing transformation finance.
Seminar on the 15th Five-Year Plan for Industrial Carbon Peaking and Energy Efficiency Improvement in Shandong Province
On June 17th, the Seminar on the 15th Five-Year Plan for Industrial Carbon Peaking and Energy Efficiency Improvement in Shandong Province was held at the International Exchange Center of the International Low Carbon Studies. The event was co-hosted by iGDP and the International School of Low Carbon Studies of Shandong University of Finance and Economics, with the Low Carbon Strategy and Policy Research Center as the co-organizer. The seminar focused on discussing paths and challenges for reaching industrial carbon peak and improving energy efficiency. Representatives from companies such as Jinan Shengquan Group, IRAETA, and Shandong Jiuyang Group shared their progress in carbon reduction, digital energy management, and low-carbon transformation. The research team also presented the Shandong Province Industrial Energy Efficiency Improvement Path and Policy Research Report, analyzing shared challenges and solutions in energy efficiency improvement. During the seminar, over 20 experts from government, industry, and academia engaged in lively discussions, offering policy recommendations and comments on the report.
Seminar on Local High-Quality Development of Renewable Energy and Power System Transformation under the 15th Five-Year Plan
On June 10th, the seminar on Local High-Quality Development of Renewable Energy and Power System Transformation under the 15th Five-Year Plan was co-hosted by the Tsinghua-CTG Joint Center for Climate Governance and Low-Carbon Transformation (JCGLT) and iGDP, with the Climate Change and Energy Transition Program of Institute of Energy (CCETP) as a co-organizer. The event brought together over 40 experts in power systems, industry experts from key coal-power provinces, and enterprise representatives from across the country. The discussions focused on the transformation of China’s power system in the context of dual carbon goals. The seminar addressed how local areas can respond to the rapid growth in electricity demand, achieve high-quality development of renewable energy, and optimize the power system through policy innovation and technological breakthroughs, achieving green transformation. Policy such as the revision of the Renewable Energy Law, the implementation details of Document 136 and Document 394 also became hot topics of discussion. The specific practices and challenges faced by local areas in green certificate trading, energy storage development, and coal-power transformation provided valuable insights. During the discussions, the capacity mechanism was considered essential for ensuring the construction of resources to maintain system security and flexibility, while coal-power transformation needs to be driven by local resources and technological innovation. For example, in Shandong, coal-power units face multiple tasks, and the local authorities must develop non-coal flexible resources to support the orderly exit of coal power. To address the challenges in absorbing green electricity in the northwest region, experts suggested improving energy storage facilities and linking the carbon market. In Guangdong, strengthening grid resilience is necessary to cope with the challenges brought by the increasing share of renewable energy. Additionally, experts discussed the Renewable Energy Law. They called for legal revisions to clarify policies, guide investment, and boost renewable energy development. The meeting proposed that by strengthening the integration of policy guidance, technological innovation, and local practices, China's power system can navigate challenges and achieve a smooth transition in meeting its dual carbon goals. This seminar provided an efficient platform for communication on the high-quality development of renewable energy and power system transformation during the 15th Five-Year plan period. Experts and enterprise representatives exchanged ideas through policy interpretation, market analysis, technical prospects, and experience sharing, identifying challenges and opportunities in the transformation process, and promoting inter-regional and industry-wide exchanges and cooperation.
Seminar on Electricity Substitution in the Industrial Sector in Shanxi Province during the 15th Five-Year Plan
On April 28th, the Seminar on Electricity Substitution in the Industrial Sector in Shanxi Province during the 15th Five-Year Plan was successfully held in Taiyuan. Organized by the ACTION 2035 Climate Solution Shanxi Center, the seminar convened over 30 representatives from the China Steel Development Research Institute, State Grid Shanxi Electric Power Company Economics and Technology Research Institute, Shanxi Province Building Materials Industry Association, Jinzhong Eco-Environmental Bureau, China Electric Power Research Institute and other organizations. The purpose was to discuss strategies for the green and low-carbon transformation of Shanxi, exploring feasible pathways and challenges of electricity substitution. Experts examined the national electric energy substitution policy and existing cases in Shanxi, focusing on key industries such as coal, iron and steel, foundry, chemical industry, cement, glass, and ceramics. Discussions also covered the electrification transformation of process links, key technological innovations, optimization of policies and mechanisms, exploration of business models, and the expansion of investment and financing channels. Experts emphasized that building new electric power systems and industrial transformation are evolving process. Successful experiences in one region may require adaptation for different regions before nationwide implementation.
The ACTION 2035 Climate Solution Shangdong Center has been established
On February 21, 2025, iGDP and the International School of Low Carbon Studies of Shandong University of Finance and Economics announced the establishment of the ACTION 2035 Climate Solution Shangdong Center and held an inauguration ceremony. The Center aims to support Shandong Province in achieving its carbon peaking and neutrality goals through research on low-carbon strategies and policies. It seeks to enhance the knowledge and capabilities among departments, industries, and enterprises engaged in green and low-carbon development, while ensuring the effective implementation of the "1+N" policy systems of the state and Shandong Province. The Center will support the rollout of the Carbon Peaking Implementation Program and actively promote low-carbon best practices, advanced technologies, and policy initiatives of Shandong Province.
Kick-off on the Anhui Working Group on Scientific Decision-making and Practice for Green and Low-carbon Development and Seminar on the Transformation of Anhui Coal and Power Industry
The Anhui Working Group on Scientific Decision-Making and Practice for Green and Low-Carbon Development was launched on December 3, 2024. The Anhui Provincial Development and Reform Commission and iGDP, under the leadership of the Anhui Development and Reform Bureau, has joined hands with the Anhui Economic Research Institute to establish the Anhui Working Group on Scientific Decision-Making and Practice for Green and Low-Carbon Development. This working group brings together a group of local, national and international experts with rich practical experience in green and low-carbon development in Anhui. Their research areas include energy transition, power grid systems, transportation, buildings, environment, finance, and other fields. In the future, the working group will focus on Anhui's "dual carbon" work, and conduct in-depth discussions, field research, and thematic studies on related issues. The goal is to produce articles, reports, and policy recommendations with guiding significance, contributing wisdom and strength to the promotion of green and low-carbon development in Anhui.
Zero Carbon Leading the Future - 2024 Vietnam New Energy Industry Study Tour
From October 21 to 24, 2024, iGDP organized a delegation of 23 experts, researchers and business representatives from Guangdong Kaiming Greater Bay Area Carbon Neutrality Research Institute, Guangdong University of Foreign Studies, Guangdong University of Finance and Economics, Guangdong Low-Carbon Development Promotion Association, and Guangdong Provincial Academy of Environmental Science, among other organizations in the energy and environmental fields. The delegation participated in the "Zero Carbon Leading the Future - 2024 Vietnam New Energy Industry Study Tour" and explored key areas of clean energy in Vietnam, with the aim of exploring new opportunities and challenges in the development of renewable energy between China and Vietnam under the complex international situation and exploring possible solutions and future cooperation directions.
Capacity Building Training on Carbon Markets for Enterprises in Shanxi's Key Emission Control Sectors
On the afternoon of July 26th, iGDP was honored to be invited to the "Capacity Building Training on Carbon Markets for Enterprises in Shanxi's Key Emission Control Sectors," an event organized by the Taiyuan Bureau of Ecology and Environment. The training was co-sponsored by Coshare Environment, the Green and Low-Carbon Transformation Shanxi Cooperation Platform, and the Low-Carbon Technology Specialized Committee of the Shanxi Electric Power Industry Experts Committee. Over 60 industry representatives from sectors like power, heat, cement, steel, and metallurgy, along with organizations dedicated to “dual-carbon” goals, gathered for a comprehensive discussion focused on boosting enterprise participation in the carbon market.
Workshop on Accelerating Large-Scale Equipment Replacement and Unleashing the Potential of New Quality Productive Forces
On July 3, 2024, iGDP, in collaboration with the Anhui Institute of Economic Research, organized the “Workshop on Accelerating Large-Scale Equipment Replacement: Unleashing the Potential of New Quality Productive Forces”. The event was designed to systematically advance the renewal of large-scale equipment and to bolster the transformation and upgrading of Anhui's manufacturing sector. Prominent experts in energy transition, industrial advancement, and finance joined over 40 specialists from Anhui, Guangdong, and Shanxi, who are actively engaged in this field, for an in-depth dialogue. The discussions focused on policy development, practical implementation, opportunities, and challenges associated with large-scale equipment replacement and consumer goods trade-in, as well as innovative financial support mechanisms.
US-China Workshop on Local Climate Action
From May 30-31, 2024, the US-China Workshop on Local Climate Action was co-hosted by iGDP and Lawrence Berkeley National Laboratory in San Francisco, USA. The workshop attracted over 50 policymakers and scholars from both China and the United States, along with representatives from Guangdong, Shanxi, Hainan, Shanghai, Tianjin, and the Macao Special Administrative Region of China. The event focused on critical areas of climate action in both nations, covering topics such as flexible grids, industrial emission reductions, low-carbon construction, non-CO2 greenhouse gas emissions mitigation, and carbon markets.
