UN Side Event: Rooted in Real-Life Scenarios, Partnerships Spark Climate Action Momentum
On November 18, during the UN side event titled "Rooted in Real-Life Scenarios, Sparking New Momentum for Climate Action: Innovative Partnerships Advancing Sustainable Retail and Circularity," Lyu Yaning, Communications Manager of iGDP, launched a special issue of World Environment entitled "Synergizing Pollution Reduction and Carbon Mitigation: Proactive Responses to Climate Change." The special issue features expert insights into China’s policies, measures, and achievements in implementing synergistic pollution and carbon reduction strategies. It also highlights outstanding local, industrial, and corporate climate actions across China—case studies jointly produced by iGDP and its local partners through on-the-ground collaboration. These examples are rooted in the work of the ACTION 2035 platform, a collaborative initiative co-launched by iGDP and multiple partners to advance subnational climate action. Released at COP30, the special issue aims to showcase authentic progress and innovative practices in China’s green transformation to a broader international audience, fostering greater understanding and inspiration for global climate solutions.

Changchun Field Research under the Zhenhua Green Transformation and Sustainable Development Fund’s “Local Climate Action Capacity Building” Initiative
From November 4 to 5, the field research of the "Local Climate Action Capacity Building" project—supported by the China Environmental Protection Foundation's Zhenhua Green Transition and Sustainable Development Fund—took place in Changchun. Organized by the Zhejiang Economic & Information Center, the research team of more than 20 members visited key facilities including the Changchun Circular Economy Industrial Park, the Changchun Kuancheng Resource Comprehensive Recycling Base, and Yitong Manchu Autonomous County Huada Biomass Power Generation Co., Ltd., conducting on-site investigations into waste-to-energy incineration, end-of-life vehicle dismantling, and integrated biomass utilization. The team also held seminar discussions with local stakeholders. Ms. Wang Yanhui, Deputy Executive Director of iGDP, was invited to deliver a keynote speech. She introduced ACTION 2035, a project aimed at enhancing comprehensive local capacity for carbon peaking and carbon neutrality actions, as well as the newly established Local Climate Action Partners Platform launched under the Zhenhua Fund in September. She expressed hope that the initiative will conduct grounded research and analysis across China, identify representative, replicable, and scalable cases of local green practices, strengthen experience sharing and dissemination, and thereby fully unlock local emission reduction potential, raise ambition for low-carbon transformation, and accelerate the transition process.

iGDP Invited to Deliver EPS Modeling Training at Shandong University of Finance and Economics
On October 25, 2025, iGDP was invited to the China International Low-Carbon College at Shandong University of Finance and Economics to deliver a training session on the application of the Energy Policy Simulator (EPS) as part of a workshop series on "Climate Change Policy Assessment." The EPS is an open-source modeling tool developed by Energy Innovation LLC (EI), widely used to simulate and evaluate the impacts of energy and climate policies across sectors. During the training, iGDP Assistant Analyst Song Manjiao provided a comprehensive overview of the EPS model’s core architecture and functional modules. Drawing on iGDP’s research experience in key sectors such as transportation, buildings, power generation, and industry, she explained the model’s underlying logic for policy scenario analysis and emissions forecasting. Through a combination of live demonstrations and interactive Q&A sessions, Song guided participants through key modeling workflows, helping students grasp essential operational skills and deepen their understanding of the model’s analytical framework. The hands-on approach enabled attendees to explore how EPS can support evidence-based policymaking in the context of low-carbon transitions. More than ten students participated in the training.

Seminar on Guangdong's Response to the EU Battery Regulation
On October 22, 2025, the seminar on "Guangdong’s Effective Response to the EU Battery Regulation" was held in Guangzhou. Co-organized by the Guangdong Low-Carbon Development Promotion Association and the ACTION 2035 Climate Solution Guangdong Center, and supported by the Institute for Global Decarbonization Progress (iGDP), the seminar brought together over 50 experts and stakeholders from research institutions, certification bodies, leading enterprises, and trade promotion councils. Discussions focused on key topics including the impact of the EU Battery Regulation on Guangdong's lithium-ion battery industry, technological innovation pathways, compliance and certification strategies, and coordinated responses across the industrial chain. The exchange provided valuable insights and recommendations to help Guangdong’s battery sector achieve high-quality growth amid evolving international green trade requirements.

Workshop on Building Guangdong Enterprises’ Capacity to Address Green Trade Barriers
To support Guangdong enterprises in navigating international green policies, enhancing compliance capabilities, and seizing early-mover advantages in the green transition, the Guangdong Low-Carbon Development Promotion Association, jointly with the Guangdong Technical Committee on Green Trade Standardization, hosted the "Workshop on Building Guangdong Enterprises’ Capacity to Address Green Trade Barriers" on October 22. The workshop brought together over 50 experts from certification bodies, research institutions, industry associations, and enterprises to discuss key topics including EU green regulations, carbon footprint accounting, battery legislation, ESG disclosure, and compliance with recycled content requirements. The workshop aimed to strengthen Guangdong companies’ readiness and resilience against emerging international green trade barriers. This session was part of a series of initiatives under the ACTION 2035 Climate Solution Guangdong Center to promote green and low-carbon development in Guangdong Province. iGDP Senior Analyst Liu Xueye delivered a presentation titled "The Long-Term Impact of the Carbon Border Adjustment Mechanism (CBAM) on China’s Steel Industry: A Quantitative Analysis." The analysis identified EU carbon prices as the most influential factor of CBAM costs. However, it also demonstrated that reductions in the carbon intensity of Chinese steel products—driven by higher shares of green power, adoption of electric arc furnace (EAF) technology, and broader deployment of low-carbon production processes—can significantly lower compliance liabilities under CBAM. A key finding highlighted that if the EU shifts its benchmark for free allowances from a process-based to a product-specific approach, integrated steel producers (using blast furnaces) could face a potential doubling of CBAM costs, while EAF-based producers may gain a competitive advantage.

Workshop on Methane Emission Reduction Capacity Building for Coal Enterprises
To help more enterprises gain a thorough understanding of the technical requirements outlined in the Methodology for Voluntary Greenhouse Gas Emission Reduction Projects: Utilization of Low-Concentration Coal Mine Methane and Ventilation Air Methane (VAM) with Methane Concentration Below 8% by Volume and learn the process of developing CCER (China Certified Emission Reduction) projects utilizing low-concentration coal mine methane, the Shanxi Coshare Innovation Institute of Energy & Environment in collaboration with iGDP and the ACTION 2035 Climate Solution Shanxi Center, organized the "Workshop on Methane Emission Reduction Capacity Building for Coal Enterprises" on October 16 in Taiyuan. The workshop aimed to transform emission reduction responsibilities into new competitive advantages in the market and accelerate the green and low-carbon transition of the coal industry. It brought together leading experts involved in the development and practical implementation of the methodology for low-concentration coal mine methane CCER projects. Training sessions covered recent policy developments in methane mitigation, technical specifications of the Methodology, application and field practices of critical measurement instruments, and case-based operational experiences. Over 60 participants attended, including representatives from coal enterprises in Shanxi, companies engaged in methane utilization, and institutions working in the carbon peaking and carbon neutrality space. Ms. Zhu Tongxin, Analyst with iGDP’s Beyond Carbon Program, delivered a presentation titled "Methane Mitigation Outlook: Opportunities and Challenges Toward 2035." She emphasized that methane reduction offers multiple co-benefits, including accelerating global climate change mitigation, improving air quality, and safeguarding agricultural productivity. To advance coal sector methane abatement, she highlighted the importance of local-level action as a key driver, calling for strengthened management and utilization of ultra-low-concentration ventilation air methane (VAM), as well as improved monitoring, reporting, and control of methane emissions from abandoned coal mines (AMM)—a currently under-addressed gap in both data and regulation.

Anhui Provincial Economic Research Institute has developed a set of policy recommendations for the low-carbon transformation of Anhui's coal-fired power industry.
Currently, the coal power industry in Anhui supplies over 80% of the province's electricity, and accounts for more than 50% of its carbon emissions. The industry is facing several challenges, including its strong dependence on coal for stable power supply, the urgent need for low-carbon transformation, and the inadequate maturity of key technologies. In this regard, the Anhui Provincial Economic Research Institute (APERI) has proposed a series of measures to support the transformation of Anhui's coal power industry. These measures include strengthening policy support, promoting low-carbon co-firing, facilitating the research and development of new technologies, and developing transformation finance.

Regional Dialogue: Local Innovation Pathways for Methane Emission Reduction in Coal Mines
On August 27, iGDP, Ember and Shanxi Coshare Innovation in Energy & Environment hosted an online seminar entitled "Regional Dialogue: Local Innovation Pathways for Methane Emission Reduction in Coal Mines." The seminar brought together industry experts from China, India, Indonesia, and Australia to focus on methane emission reduction at the local level in coal mines. The discussion centered around scalable and replicable solutions, as well as the challenges and strategies in addressing policy, technology, and financing issues. A total of 85 participants attended the event.

Jiangxi Traditional Industry Green Development Seminar Successfully Held
On August 14, 2025, the Jiangxi Traditional Industry Green Development Seminar was successfully held in Nanchang. The event aimed to thoroughly implement the "dual-carbon" goals, advance the green transformation and upgrading of Jiangxi's traditional industries, explore technological pathways and policy measures for green and low-carbon development, and promote high-quality industrial growth. The seminar was supported by the Jiangxi Carbon Neutrality Research Center, the Institute for Global Decarbonization Progress (iGDP), and the Energy Research Institute of Jiangxi Academy of Sciences. This workshop served as a key practical activity of the "Action2035 Climate Solution Jiangxi Program" in Jiangxi Province.

Large-Scale Equipment Upgrades and Consumer Goods Trade-In Action: Empowering Guangdong’s Green and High-Quality Development Symposium
On August 1, 2025, the Large-Scale Equipment Upgrades and Consumer Goods Trade-In Action: Empowering Guangdong’s Green and High-Quality Development Symposium was held in Guangzhou. The event was hosted by the Guangdong Low-Carbon Development Promotion Association, with support from iGDP and the ACTION 2035 Climate Solution Guangdong Center. The symposium invited representatives from a range of enterprises and research institutions, including Guangzhou Metro, GRANDTOP, Guangzhou Cansemi Technology Inc, Midea Building Technologies, GPCCC, Guangdong Cleaner Production Association, Hong Kong University of Science and Technology (Guangzhou) and the Guangzhou Institute of Energy Conversion of Academy of Sciences. Twenty-three experts shared their experiences in implementing the "Large-Scale Equipment Upgrades and Consumer Goods Trade-In" policy and discussed pathways for policy implementation and opportunities for industrial transformation. The symposium reached a broad consensus: the "Large-Scale Equipment Upgrades and Consumer Goods Trade-In" policy is not only a short-term economic stimulus but also a long-term mechanism to drive green transformation. To further enhance the effectiveness of the policy for the upgrading of Guangdong’s manufacturing industry, all parties committed to contributing to its refinement and implementation.

Seminar on the 15th Five-Year Plan for Industrial Carbon Peaking and Energy Efficiency Improvement in Shandong Province
On June 17th, the Seminar on the 15th Five-Year Plan for Industrial Carbon Peaking and Energy Efficiency Improvement in Shandong Province was held at the International Exchange Center of the International Low Carbon Studies. The event was co-hosted by iGDP and the International School of Low Carbon Studies of Shandong University of Finance and Economics, with the Low Carbon Strategy and Policy Research Center as the co-organizer. The seminar focused on discussing paths and challenges for reaching industrial carbon peak and improving energy efficiency. Representatives from companies such as Jinan Shengquan Group, IRAETA, and Shandong Jiuyang Group shared their progress in carbon reduction, digital energy management, and low-carbon transformation. The research team also presented the Shandong Province Industrial Energy Efficiency Improvement Path and Policy Research Report, analyzing shared challenges and solutions in energy efficiency improvement. During the seminar, over 20 experts from government, industry, and academia engaged in lively discussions, offering policy recommendations and comments on the report.

Zhenhua Green Transformation and Sustainable Development Fund Local Capacity Building for Climate Action Project Launch and Hangzhou Research
From June 17th to 18th, the Zhenhua Green Transformation and Sustainable Development Fund of the China Environmental Protection Foundation launched the Local Capacity Building for Climate Action project and conducted field research in Hangzhou. The event was organized by the Zhejiang Economic & Information Center and marked the first on-the-ground practice of the Zhenhua Green Transformation and Sustainable Development Fund. Over 20 representatives from local authorities and industry enterprises, including the Zhejiang Economic & Information Center, the National Center for Climate Change Strategy and International Cooperation, Zhejiang University, and Shanghai Jiao Tong University, participated in the event. Xu Guang, Chairman of the China Environmental Protection Foundation, expressed that the project aims to enhance local capacity to address climate change, promote the green transformation of local economies, and achieve sustainable development goals. The research team conducted on-site visits to several low-carbon demonstration projects in Hangzhou, including Future Villages, Multi-Energy Complementary Supply Systems, and Zero-Carbon Industrial Parks. During the project launch meeting, experts discussed the status of green low-carbon development in Zhejiang Province and shared perspectives and practical experiences in the field of green transformation. Through this exchange, participants reached a consensus on how to promote green low-carbon development in Zhejiang and the nation as a whole. They also expressed anticipation that summarizing and disseminating local experiences gained from the project will contribute to global efforts in addressing climate change.
