Anhui Provincial Economic Research Institute has developed a set of policy recommendations for the low-carbon transformation of Anhui's coal-fired power industry.
Currently, the coal power industry in Anhui supplies over 80% of the province's electricity, and accounts for more than 50% of its carbon emissions. The industry is facing several challenges, including its strong dependence on coal for stable power supply, the urgent need for low-carbon transformation, and the inadequate maturity of key technologies. In this regard, the Anhui Provincial Economic Research Institute (APERI) has proposed a series of measures to support the transformation of Anhui's coal power industry. These measures include strengthening policy support, promoting low-carbon co-firing, facilitating the research and development of new technologies, and developing transformation finance.

Jiangxi Traditional Industry Green Development Seminar Successfully Held
On August 14, 2025, the Jiangxi Traditional Industry Green Development Seminar was successfully held in Nanchang. The event aimed to thoroughly implement the "dual-carbon" goals, advance the green transformation and upgrading of Jiangxi's traditional industries, explore technological pathways and policy measures for green and low-carbon development, and promote high-quality industrial growth. The seminar was supported by the Jiangxi Carbon Neutrality Research Center, the Institute for Global Decarbonization Progress (iGDP), and the Energy Research Institute of Jiangxi Academy of Sciences. This workshop served as a key practical activity of the "Action2035 Climate Solution Jiangxi Program" in Jiangxi Province.

Completion of the Research on the Emission Reduction of Major Non-CO2 GHG in Jiangxi Province
On March 31, 2025, the Jiangxi Carbon Neutral Research Center and iGDP held a review meeting for the completion of the Research on the Emission Reduction of Major Non-CO2 GHG in Jiangxi Province. Senior experts from the Jiangxi Research Academy of Ecological Civilization, the Provincial Information Integration Promotion Center, the Jiangxi Meteorological Bureau, the Jiangxi Academy of Agricultural Sciences, and Nanchang University were invited to the meeting to form an evaluation expert group. This project aimed to map the status of non-CO2 GHG emissions in Jiangxi and develop feasible emission reduction roadmaps and policy recommendations. These efforts will contribute to the provincial government's planning of the dual-carbon pathway and help Jiangxi Province realize its carbon peaking and neutrality goals. Experts agreed that the project provides strong guidance for reducing non-CO2 greenhouse gas emissions in Jiangxi Province.

Zhenhua Green Transformation and Sustainable Development Fund Local Capacity Building for Climate Action and Hangzhou Research
On July 3-4, the "Local Capacity Building for Climate Action" initiative, part of the Zhenhua Green Transition and Sustainable Development Fund under the China Environmental Protection Foundation, investigated in Guiyang. The research team included Xu Guang, President of the China Environmental Protection Foundation, Fang Zhi, Liaison Officer of the Zhenhua Fund, and other experts in the field of climate and low-carbon development. The Institute for Global Decarbonization Progress Progress (iGDP) also participated in the event. On July 3, the investigation team visited the National Big Data (Guizhou) Comprehensive Pilot Zone Exchange Experience Center, the Guizhou Construction Research and Design Institute, and the Guizhou Tyre Co., Ltd. They conducted on-site investigations into the development of the digital economy, low-to-zero carbon renovation of old buildings, and digital and intelligent transformation of factories. The discussions during the Guiyang investigation focused on topics such as the digital economy, zero-carbon buildings, and green factories. Participants expressed their anticipation that this event would help distill replicable and scalable technical solutions, systematically summarize the project, promote Guizhou’s low-carbon experiences, and ultimately form a replicable and scalable "Guizhou Case" to support the green and low-carbon transition of the economy and society.

ACTION 2035 Partners Participate in the 2025 EU Coal Region Annual Political Dialogue and Conduct Research Visits
From June 22 to 29, partners of Action 2035, including representatives from the ACTION 2035 Climate Solution Shanxi Center, Agora, and iGDP, participated in a research organized by the CCICED to Poland, Spain, and Germany. In Poland, the delegation attended the Annual Political Dialogue on EU Coal Regions in Konin. This forum provided insights into Just Transition policies and practices from EU, Polish, and local Konin perspectives, as well as the EU's broader experience in supporting coal region transitions. The delegation then visited Proferrada, a coal-producing region in Spain. There, they exchanged views with the CIUDEN Foundation and visited a local coal power plant undergoing transformation and a coal mine ecological restoration area. These engagements offered an in-depth understanding of practical approaches to advancing Just Transition. Concluding their trip in Germany, the delegation visited Agora's headquarters and the energy self-sufficient village of Feilheim, deepening their understanding of its sustainable development model.

Seminar on the 15th Five-Year Plan for Industrial Carbon Peaking and Energy Efficiency Improvement in Shandong Province
On June 17th, the Seminar on the 15th Five-Year Plan for Industrial Carbon Peaking and Energy Efficiency Improvement in Shandong Province was held at the International Exchange Center of the International Low Carbon Studies. The event was co-hosted by iGDP and the International School of Low Carbon Studies of Shandong University of Finance and Economics, with the Low Carbon Strategy and Policy Research Center as the co-organizer. The seminar focused on discussing paths and challenges for reaching industrial carbon peak and improving energy efficiency. Representatives from companies such as Jinan Shengquan Group, IRAETA, and Shandong Jiuyang Group shared their progress in carbon reduction, digital energy management, and low-carbon transformation. The research team also presented the Shandong Province Industrial Energy Efficiency Improvement Path and Policy Research Report, analyzing shared challenges and solutions in energy efficiency improvement. During the seminar, over 20 experts from government, industry, and academia engaged in lively discussions, offering policy recommendations and comments on the report.

Zhenhua Green Transformation and Sustainable Development Fund Local Capacity Building for Climate Action Project Launch and Hangzhou Research
From June 17th to 18th, the Zhenhua Green Transformation and Sustainable Development Fund of the China Environmental Protection Foundation launched the Local Capacity Building for Climate Action project and conducted field research in Hangzhou. The event was organized by the Zhejiang Economic & Information Center and marked the first on-the-ground practice of the Zhenhua Green Transformation and Sustainable Development Fund. Over 20 representatives from local authorities and industry enterprises, including the Zhejiang Economic & Information Center, the National Center for Climate Change Strategy and International Cooperation, Zhejiang University, and Shanghai Jiao Tong University, participated in the event. Xu Guang, Chairman of the China Environmental Protection Foundation, expressed that the project aims to enhance local capacity to address climate change, promote the green transformation of local economies, and achieve sustainable development goals. The research team conducted on-site visits to several low-carbon demonstration projects in Hangzhou, including Future Villages, Multi-Energy Complementary Supply Systems, and Zero-Carbon Industrial Parks. During the project launch meeting, experts discussed the status of green low-carbon development in Zhejiang Province and shared perspectives and practical experiences in the field of green transformation. Through this exchange, participants reached a consensus on how to promote green low-carbon development in Zhejiang and the nation as a whole. They also expressed anticipation that summarizing and disseminating local experiences gained from the project will contribute to global efforts in addressing climate change.

Inter-Regional Coal Methane Emission Reduction Dialogue
On June 9, the Inter-Regional Coal Methane Emission Reduction Dialogue, organized by the Shanxi Coshare Innovation Institute of Energy & Environment and iGDP, was successfully held in Taiyuan. The dialogue convened over 20 experts and enterprise representatives to deliberate on the scientific reduction of greenhouse gas emissions and the efficient utilization of coal methane as a clean energy source. The aim was to promote technology implementation, policy coordination, and cross-regional experience sharing, contributing to the green transformation of the national coal industry with the “Shanxi Solution.” Experts analyzed Shanxi’s emission characteristics, the status, and the challenges associated with the implementation of low-concentration gas utilization technologies (e.g., porous combustion for heat production, thermal storage, and oxidation). They also interpreted national and local emission reduction policies, CCER methodology, and the development of a monitoring standard system. Key recommendations were given on technological innovation, business models, policy incentives (such as financial subsidies and land use guarantees), regulatory improvements, and a fair market environment.

Seminar on Electricity Substitution in the Industrial Sector in Shanxi Province during the 15th Five-Year Plan
On April 28th, the Seminar on Electricity Substitution in the Industrial Sector in Shanxi Province during the 15th Five-Year Plan was successfully held in Taiyuan. Organized by the ACTION 2035 Climate Solution Shanxi Center, the seminar convened over 30 representatives from the China Steel Development Research Institute, State Grid Shanxi Electric Power Company Economics and Technology Research Institute, Shanxi Province Building Materials Industry Association, Jinzhong Eco-Environmental Bureau, China Electric Power Research Institute and other organizations. The purpose was to discuss strategies for the green and low-carbon transformation of Shanxi, exploring feasible pathways and challenges of electricity substitution. Experts examined the national electric energy substitution policy and existing cases in Shanxi, focusing on key industries such as coal, iron and steel, foundry, chemical industry, cement, glass, and ceramics. Discussions also covered the electrification transformation of process links, key technological innovations, optimization of policies and mechanisms, exploration of business models, and the expansion of investment and financing channels. Experts emphasized that building new electric power systems and industrial transformation are evolving process. Successful experiences in one region may require adaptation for different regions before nationwide implementation.

Seminar on Institutional Transformation, Regional Synergy, and Green Growth: Exploring High-Quality Development Paths Driven by the Dual Control System for Carbon Emissions
On April 18, 2025, the ACTION 2035 Climate Solution Guangdong Center hosted the Seminar on Institutional Transformation, Regional Synergy, and Green Growth: Exploring High-Quality Development Paths Driven by the Dual Control System for Carbon Emissions. More than 20 experts from Guangdong, Anhui, Shanxi, Jiangxi, and other provinces participated in in-depth discussions on institutional transformation, regional synergy, and green growth of the dual control system. Representatives shared their local experiences in energy transformation, carbon emission control, and policy innovation, and put forward specific coping strategies. These strategies included constructing carbon budget systems, optimizing energy structures, and developing new industries to promote synergy between local economy and environmental protection. Experts recommended that localities implement carbon emission control measures tailored to their individual circumstances. They also advised the promotion of technological innovation, the optimization of energy structures, and the development of green and low-carbon industries. These measures, when implemented with enhanced supervision and enforcement, are expected enable carbon peaking and neutrality.

Capacity Building Workshop on Industrial Pollution Reduction and Carbon Reduction
On March 27, 2025, the Capacity Building Workshop on Industrial Pollution Reduction and Carbon Reduction was held in Tianjin. The workshop was organized by the Center for Environmental Education and Communications of the Ministry of Ecology and Environment, the Tianjin Institute of Ecological and Environmental Sciences and iGDP. Representatives from national pollution reduction and carbon reduction research institutes, industry associations, and industrial enterprises gathered to explore new paths and modes of synergistic industrial pollution reduction and carbon reduction. The workshop was attended by a number of experts from the following institutions: the Chinese Academy of Environmental Planning, the Tianjin Academy of Ecological and Environmental Sciences, and the Energy Conservation Consulting Center of the Tianjin Industry and Information Technology Institute and Institutional Cooperation Department of the China Beijing Green Exchange, they presented lectures on the latest theories and practices in reducing pollution and carbon emissions. The event attracted over 40 participants from local environmental organizations, scientific research institutions, chambers of commerce, and enterprises across Tianjin, Shanghai, Hangzhou, Shenzhen, Zhengzhou, Pingdingshan, and Guiyang.

The ACTION 2035 Climate Solution Shangdong Center has been established
On February 21, 2025, iGDP and the International School of Low Carbon Studies of Shandong University of Finance and Economics announced the establishment of the ACTION 2035 Climate Solution Shangdong Center and held an inauguration ceremony. The Center aims to support Shandong Province in achieving its carbon peaking and neutrality goals through research on low-carbon strategies and policies. It seeks to enhance the knowledge and capabilities among departments, industries, and enterprises engaged in green and low-carbon development, while ensuring the effective implementation of the "1+N" policy systems of the state and Shandong Province. The Center will support the rollout of the Carbon Peaking Implementation Program and actively promote low-carbon best practices, advanced technologies, and policy initiatives of Shandong Province.
