ACTION 2035 Climate Solution Guangdong Center

Action 2035 Climate Solution Guangdong Center, a joint initiative by the Institute for Global Decarbonization Progress and the Guangdong Low-Carbon Development Promotion Association, is one of the local cooperation platforms under the framework of ACTION 2035. The Center will support local governments, enterprises and the public to achieve consensus and common action in climate governance, and will promote the formation of replicable and scalable regional low-carbon development. It also promotes the formation of a replicable and scalable regional low-carbon development model, and provides systematic solutions for promoting local "dual-carbon" actions.

Under the leadership of the Energy Bureau of Guangdong Province, the Guangdong Low-Carbon Development Promotion Association, in cooperation with the Guangdong Energy Research Society and the Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences, held a special symposium on "Strengthening Power Demand Side Management and Promoting the Construction of the New Power System" on November 5. The goal of the workshop was to better understand the significance and impact of power demand management in the context of building a new power system, and to further explore demand-side load regulation capabilities. The symposium invited experts from power companies, research institutions and universities to discuss the mechanism of power demand management, technical approaches and cooperation relationships, and to discuss key issues in tapping the potential of the user side to balance supply and demand. The event was supported by iGDP and was attended by more than 70 representatives from industrial and commercial power users and energy technology service institutions in Guangdong Province.

On July 19, 2024, iGDP collaborated with the Guangdong Low-Carbon Development Promotion Association, the Guangzhou Institute of Energy Conversion, the Chinese Academy of Sciences, and the Guangdong Association of Circular Economy and Resources Comprehensive Utilization to organize the seminar on “Resource Recycling in the Decommissioning of New Energy Vehicles”. The seminar brought together 12 experts from research institutes, industry associations, and leading enterprises to delve into resource reuse following the decommissioning of new energy vehicles. Seminar participants addressed key topics such as technological innovation, policy and regulatory frameworks, market development, and industry chain collaboration. The aim was to pool insights from various sectors to benefit the high-quality advancement of the industry.

On January 11, 2024, the Guangdong Working Group on Scientific Decision-making and Practice in Response to Climate Change was officially established in Guangzhou, Guangdong Province. The meeting was jointly hosted by the Guangdong Low-Carbon Development Promotion Association and iGDP. The working group is comprised of over ten experts from sectors including energy, electricity, building construction, green finance, carbon footprint analysis, and energy storage. The Association presented the 2024 work plan for the group, which includes two to four thematic workshops and two in-depth training sessions. The experts recommended themes for future workshops, such as pathways to carbon neutrality, enhancing power system flexibility, deep industrial decarbonization, controlling greenhouse gas emissions in refrigeration systems, assessing abatement costs and market mechanisms for cutting-edge technologies, and the development of local carbon trading platforms.

This policy brief was co-authored by the Shanxi Coshare Innovation Institute of Energy & Environment and iGDP. It reviews the progress of Shanxi's low-carbon transformation and, using the Shanxi EPS model and scenario analysis methods, further forecasts the long-term trends of energy consumption and greenhouse gas emissions in Shanxi. It identifies key areas requiring attention, key targets, and priority reduction measures under the dual-carbon scenario. At the same time, the report assesses the scale of investment required to implement these policies and their potential impact on GDP and employment. Based on these analyses, the report provides policy recommendations for Shanxi's low-carbon transformation.

ACTION 2035 Climate Solution Anhui Program banner

ACTION 2035 Climate Solution Anhui Program

The “ACTION 2035 Climate Solution Anhui Program” was established through a partnership between the Institute for Global Decarbonization Progress (iGDP) and the Anhui Academy of Economic Research. The Center serves as a knowledge-sharing platform, utilizing the Energy Policy Simulator (EPS) model to inform discussions on Anhui's low-carbon development pathways. It conducts research to assess coal transition progress. Moving forward, the Center will establish its core team and an expert working group. It will co-organize workshops and develop policy briefs on key topics such as the implementation of dual carbon control mechanisms via a carbon budget system. The Center also plans to hold cross-regional training sessions, participate in regional analysis for climate action during the 15th Five-Year Plan period, including the localization of EPS modeling, and explore pathways for green finance or transition finance to boost industrial energy efficiency.

This working group brings together a group of local, national and international experts with rich practical experience in green and low-carbon development in Anhui. Their research areas include energy transition, power grid systems, transportation, buildings, environment, finance, and other fields. In the future, the working group will focus on Anhui's "dual carbon" work, and conduct in-depth discussions, field research, and thematic studies on related issues. The goal is to produce articles, reports, and policy recommendations with guiding significance, contributing wisdom and strength to the promotion of green and low-carbon development in Anhui.

ACTION 2035 Climate Solution Jiangxi Program

The “ACTION 2035 Climate Solution Jiangxi Program” was established by the Institute for Global Decarbonization Progress (iGDP) and the Energy Research Institute of Jiangxi Academy of Sciences. The Center convened an expert working group on provincial green and low-carbon development and conducted field research exploring mitigation strategies for non-CO2 greenhouse gases, broadening the scope of climate action. Moving forward, it will co-organize activities and produce briefs on topics such as dual carbon mechanisms, agricultural methane mitigation, and energy modeling for the 15th Five-Year Plan. The Center will also participate in cross-regional analysis, focusing on local implementation of the National Methane Mitigation Work Plan and developing a roadmap for industrial electrification.

On March 31, 2025, the Jiangxi Carbon Neutral Research Center and iGDP held a review meeting for the completion of the Research on the Emission Reduction of Major Non-CO2 GHG in Jiangxi Province. Senior experts from the Jiangxi Research Academy of Ecological Civilization, the Provincial Information Integration Promotion Center, the Jiangxi Meteorological Bureau, the Jiangxi Academy of Agricultural Sciences, and Nanchang University were invited to the meeting to form an evaluation expert group. This project aimed to map the status of non-CO2 GHG emissions in Jiangxi and develop feasible emission reduction roadmaps and policy recommendations. These efforts will contribute to the provincial government's planning of the dual-carbon pathway and help Jiangxi Province realize its carbon peaking and neutrality goals. Experts agreed that the project provides strong guidance for reducing non-CO2 greenhouse gas emissions in Jiangxi Province.
